Anakin was protected from the consecuences b/c he started training late, and so when he gets with Padme it really doesn't make a difference, but when he (or he and wife) set their sights on his master, the story is very different.
+There are painful consecuences to that first time, though not permanent or visible to all (in fact maybe it wasn't really consensual -ObiWan was captured etc and tries to hide it, and Anakin is searching for ways to help him...) ++There might be residual consecuences for up to a year. +++The council is not against it once it happens, since the idea is to avoid initial damage, once it's done... well no point keeping them from attachments if they had to go through such trials.
